Is it normal thast imperial staff is with acumen and have more m atak than dynasty weapon?

when you are using staff, u cant use shield, on classic interlude it is not compensated, here we make such feature to actualize staffs

but shield give you nothing more than small chance for shield defence and mostly only when you are turned to enemy on left side

It is like mages don't need to buy dynasty weapon since simple s grade wil be better. ( no one will go for shield denefce and lose m atak) i think so..

and what about Dynasty jewelery. on last x20 i remember we could craft dynasty jewelery but here i can not find it)
